PPM to Percent Converter
Enter a concentration in parts per million to get it as a percentage, along with ppb, ppt, per mille and mg/L for water. Choose percent (or another unit) as the input to convert the other way. 1% = 10,000 ppm.

How to use the PPM to Percent Converter
- Type the value you want to convert, for example 400.
- Pick its unit: ppm by default, or percent, ppb, ppt, ‰, mg/L or mg/kg to convert the other way.
- Press Convert (results also update as you type).
- Read the main result, then the full list of equivalent units and the working.
- Use the table to compare with common ppm values, or copy the results.
PPM to percent formula
Parts per million (ppm) and percent (%) are both ways to say "how much of the whole" something is. Percent counts parts out of 100, ppm counts parts out of 1,000,000. Because 1,000,000 ÷ 100 = 10,000, the conversion is a single division or multiplication:
- Percent = ppm ÷ 10,000. Example: 750 ppm ÷ 10,000 = 0.075%.
- ppm = percent × 10,000. Example: 2% × 10,000 = 20,000 ppm.
- ppb = ppm × 1,000 and ppt (trillion) = ppm × 1,000,000.
- Per mille (‰) = ppm ÷ 1,000. Seawater at about 35‰ salinity is about 35,000 ppm, or 3.5%.
A quick way to do it in your head: move the decimal point four places left to go from ppm to percent, and four places right to go from percent to ppm.
Reference table: ppm, percent and everyday examples

|---|---|---|---|
| 0.001 | 0.0000001% | 1 | 1 ppb: trace contaminant level |
| 0.01 | 0.000001% | 10 | U.S. EPA maximum level for arsenic in drinking water (10 ppb) |
| 1 | 0.0001% | 1,000 | One part in a million |
| 1–3 | 0.0001–0.0003% | 1,000–3,000 | Typical free chlorine target range for swimming pools |
| 10 | 0.001% | 10,000 | U.S. EPA limit for nitrate (as nitrogen) in drinking water: 10 mg/L |
| ≈420 | ≈0.042% | ≈420,000 | Carbon dioxide in outdoor air in the 2020s (by volume) |
| 1,000 | 0.1% | 1,000,000 | One part in a thousand (1‰) |
| 10,000 | 1% | 10,000,000 | One percent |
| ≈35,000 | ≈3.5% | ≈35,000,000 | Average salt content of seawater |
| 1,000,000 | 100% | 1,000,000,000 | The whole sample |
Tips for using ppm correctly
- Know what is being compared. ppm can be by mass (mg/kg), by volume (common for gases, sometimes written ppmv) or by moles. Converting to percent works the same way for all three, but you cannot mix a mass-based ppm with a volume-based ppm.
- mg/L equals ppm only for dilute water solutions. For gases in air, use a ppm to mg/m³ conversion that includes the molar mass, such as the one in the PPM Calculator.
- Watch out for "ppt". In water chemistry and oceanography it can mean parts per thousand; in trace analysis it usually means parts per trillion. This converter shows parts per thousand separately as per mille (‰).
- Lab reports and tiny numbers. Very small percentages are easier to read in ppm or ppb: 0.00002% is just 0.2 ppm or 200 ppb.
Frequently asked questions
How do you convert ppm to percent?
Divide the ppm value by 10,000. For example, 2,500 ppm ÷ 10,000 = 0.25%. This works because percent is parts per hundred and ppm is parts per million, and a million is 10,000 times a hundred.
How many ppm is 1 percent?
1% equals 10,000 ppm. To convert percent to ppm, multiply by 10,000: 0.5% × 10,000 = 5,000 ppm.
What is 1 ppm as a percentage?
1 ppm is 0.0001%, which is one part in a million or 0.000001 as a decimal fraction.
Is ppm the same as mg/L?
For dilute solutions in water, yes, approximately: one liter of water weighs about 1 kg, so 1 mg/L is about 1 mg/kg, which is 1 ppm by mass. For other liquids, concentrated solutions or gases the two are not equal.
How do ppm, ppb and ppt relate?
1 ppm = 1,000 ppb (parts per billion) = 1,000,000 ppt (parts per trillion). Be careful: ppt sometimes means parts per thousand (‰) instead, especially for salinity.
What does 400 ppm of CO2 mean as a percent?
400 ppm is 0.04%. Out of every million air molecules, about 400 are carbon dioxide. Gas concentrations like this are measured by volume (ppmv).
Can a ppm value be more than 1,000,000?
No. 1,000,000 ppm is 100%, the whole sample, so any valid concentration is between 0 and 1,000,000 ppm.
